Lakeland Man Arrested For Threatening DCF Worker

Franklin Charles Hansell, DOB 10/06/1962 was arrested on July 3,  2002, for Corruption by Threat and Retaliating Against a Witness, both third degree felonies.

On May 8, 2002, Amy Riggin, of Department of Children and Families, went to Hansell's residence at 1910 Ranchland Drive, #33, in Lakeland to conduct an investigation.  Hansell pulled a 30/30 rifle on Ms. Riggin threatening to shoot her.  He attempted to flee when he heard the responding deputies sirens, but was quickly apprehended, charged with Aggravated Assault with a Deadly Weapon and transported to jail.  The weapon was recovered from the front seat of his vehicle.

On July 2, 2002, Hansell, Ms. Riggin and Bibiana Berry, Services Counselor for DCF, were attending a hearing at the Courthouse Juvenile Division when Hansell told Ms. Berry he was going to put a bullet hole between Ms. Riggin's eyes.  Hansell told Ms. Berry that he was not going to jail and they had ruined his life.  Hansell threatened both DCF employees attempting to influence their decisions concerning his case and the charges against him.

On July 3, 2002, Hansell was arrested at 5:30 p.m. and booked into the Polk County Jail in Bartow after a warrant was obtained for Corruption by Threat and Retaliating Against a Witness.    His bond was set at  $50,000.00 on both counts with the condition he have no contact with Ms. Riggin.
