Around 6:20 a.m. on Saturday, October 26, 2002, Deputy Sheriff Paul Wright initiated a traffic stop on a 1996 white Chevrolet truck in the area of Fletcher Ave and Park Street in Eaton Park when he observed the tag on the truck was obscured. Upon making contact with the vehicle's driver and two passengers, who were not wearing seatbelts, D/S Wright informed the driver he was violating a traffic code with a second trailer hitch that was obscuring the vehicle tag. D/S Wright then obtained the vehicle occupants' names and the vehicle tag number. When D/S Wright ran the tag through FCIC/NCIC (Florida Crime Information Center/National Crime Information Center) databases, he discovered the vehicle was reported stolen out of Holmes County, Florida; when he ran two of the occupants' names through databases, he found no information whatsoever.
D/S Wright approached the driver after learning the above information and attempted to place him in custody, at which time the driver fled on foot. Another Deputy Sheriff, Andrew McKee, arrived at that moment to assist Wright and together the two deputies pursued the driver and apprehended him. D/S Wright, upon questioning the driver, learned he had given him a false name, and his real identity was Marcus Andrew Deboard, DOB 12/23/69, of 6135 Harvey Lane in Bartow. He also learned one of the passengers gave him a false name as well - she turned out to be Jessica Lynn Long, DOB 6/18/81, of 3575 Reynolds Road in Bartow. Upon further investigation, D/S Wright learned Deboard and Long were both placed on probation for Grand Theft Auto in Holmes County on October 13th, and that they stole the white pickup truck from Holmes County that same day and drove to Polk County. Marijuana and drug paraphernalia were found in the stolen vehicle. All three occupants of the vehicle were subsequently arrested and charged with the following:
