Sheriff Crow Promotes Eight Supervisors

Due to the retirement of one Captain and two Lieutenants at the Polk County Sheriff's Office, Sheriff Crow is pleased to announce the promotions of the following eight (8) supervisors within the Department of Law Enforcement:

Lt. K. Andy Ray will be promoted to the rank of Captain, and will take over command of the Southwest District. There are currently only 7 Captain positions within the Department of Law Enforcement.  Lt. Ray began his career as a Deputy Sheriff in June 1987.  His career has included such various duties as patrol deputy and traffic crash investigator; served on the PCSO Honor Guard; supervised the agency's first COPS Unit; supervised the School  Resource Unit; supervised several other units, to include the agency Traffic Unit; currently supervisor of the Special Victims Section.  He is a graduate of Winter Haven High School (class of '83), holds a Bachelor's Degree from Florida State University, graduated from the Southern Police Institute in 2000, and earned a Master's Degree from Troy State University in 2002.  Lt. Ray is 38 years old and is married to the former Libby Threlkel of Winter Haven. They have one son, Kasey. 

Sgt. Lawrence Cavallaro will be promoted to the rank of Lieutenant.  Sgt. Cavallaro has a total of 23 years with the agency, and is currently the supervisor in charge of the Fugitive Warrants Unit.  Sgt. Cavallaro was born in Brooklyn, NY, and graduated from Mount Saint Michael Academy in the Bronx.  His father is a retired New York City Police officer.  Sgt. Cavallaro has Bachelor's and Master's Degrees from Warner Southern College.  He and his wife Patricia have been married for 29 years and have 3 children and one grandchild.  Sgt. Cavallaro will be assigned to the Northeast District patrol.

Sgt. C. Wayne Lott will be promoted to the rank of Lieutenant, assigned to the Northwest District patrol.  Sgt. Lott has a history in law enforcement, first as a U.S. Army Military Police, then as a Winter Haven Police officer, and has been with PCSO since 1987.  He graduated from Kathleen High School (class of '79) and has an A.A. degree from St. Leo University.  He is currently pursuing his Bachelor's Degree.  Sgt. Lott and his wife Sharon have been married for 23 years, and they have 3 children.

Sgt. Robert Oakman will be promoted to the rank of Lieutenant, and will be assigned to the Northeast District patrol.  Sgt. Oakman is a 16-year veteran of the agency, and is currently a supervisor in the Agricultural Unit.  Sgt. Oakman graduated from Mineral Ridge High School in Mineral Ridge, Ohio in 1984, has an A.S. degree from South Florida Community College, and is currently seeking a Bachelor's Degree at Warner Southern College.  He and his wife, Leigh Anne, have one daughter, Lisa.

D/S Alan Cloud is being promoted to the rank of Sergeant.  D/S Cloud began his career here in 1991, and since that time has served in several capacities, including Patrol deputy, General Crimes detective, Substance Abuse/Family Exploitation detective, Homicide detective, and K-9 deputy.  D/S Cloud has a Bachelor's Degree from Warner Southern College.  He is a 1982 graduate of Auburndale High School, and spent 8 years in the U.S. Navy as an Instructor at the Naval Nuclear Power School.  He and his wife, Khristine, have been married for 15 years.

D/S John Conover is being promoted to the rank of Sergeant, and has been at PCSO for 17 years.  He is currently a detective in the Auto Theft Unit, and was recently awarded Deputy Sheriff of the Year for 2002 for his exemplary work combating auto theft in the county.  D/S Conover graduated from Lakeland High School, and has an A.S. from Polk Community College.  He is married to Phyllis, and they have 2 children.

D/S Christen Cross will be promoted to the rank of Sergeant.  She is a 1994 graduate from Mulberry High School, has a Bachelor's Degree from Saint Leo University, and is currently pursuing her Master's from Troy State University.  Her father, Wayne, is a retired Major from PCSO and currently runs Polk County Crime Stoppers.  D/S Cross has been with the agency for nine (9) years.

D/S Thomas Dombroski is also being promoted to Sergeant, and is a 21-year veteran of the agency.  He graduated in 1974 from Riverside High School in Taylor, Pennsylvania, and has a Bachelor's Degree from Mansfield State College there.  D/S Dombroski has been assigned to Patrol, Special Investigations, Agricultural Crimes, and most recently Environmental Crimes. He and his wife, Deborah, have one daughter. 

A promotional ceremony will be held at the Stuart Center in Bartow on  Monday, July 7, 2003, at 2:00 p.m.  The public and media are invited to attend.
