 PCSO Detectives Arrest Georgia Man for Transmitting Harmful Material to Minor 

On Wednesday, January 6, 2015, Polk County Sheriff’s Office detectives obtained an arrest warrant for 22-year-old Derrick R. Serrano, DOB /04/12/1992, Pearson, Georgia, after a “selfie” and graphic images with messages were located on a child victim’s cell phone.  The Polk County female child victim was 13-years of age at the time. 

Since Serrano was living in Georgia at the time of the investigation, PCSO deputies contacted detectives with the Atkinson County Sheriff’s Office in Pearson, Georgia, who responded to Serrano’s residence where he was placed under arrest without incident.  

The communication between Serrano and the victim was discovered in October 2014, when the mother of the victim found images of a white male’s genitalia and graphic messages on her daughter’s phone.  When the mother questioned her child about the images and texts, the child advised “her boyfriend” had sent them to her.  

Serrano has known the child victim since birth.  Prior to reporting the incident to law enforcement, the child victim’s mother contacted Serrano and ordered him to immediately stop contacting her daughter.  The mother then contacted the PCSO advising she believed the person communicating with her child was Serrano.  The mother restricted her daughter’s use of electronics. 

During the investigation, detectives conducted a forensics analysis of the child’s cell phone, and an attempted to confirm Serrano was the subject who had sent the graphic images and messages. 

The conversations with the child victim found during the investigation were manipulative with the suspect telling the child he wanted her attention and that she should not be texting others.  Based on some of the conversations, it appeared Serrano had access to the child victim’s Facebook account and could read messages the victim received from others.  Serrano later wrote he wanted to give her a “treat” alone by herself. Serrano then directed the victim to delete their text messages and wrote “daddy loves his sexy wife.”  

In December 2014, unbeknownst to the mother, the child, using a neighbor’s cell phone, and Serrano began to secretly communicate via the mobile messaging app, KIK.  During the exchanges, graphic images were sent with instructions to the victim to delete all messages. 

During the forensic analysis of the neighbor’s phone, detectives discovered Serrano solicited images from the victim to which she complied and sent a picture of her breasts.  Detectives also located images depicting male genitalia and a selfie photo of a male subject sent to the victim.  Serrano again told the victim to delete their messages.  

Serrano’s selfie assisted detectives in confirming his identity.  Serrano remains in the Atkinson County Georgia jail on no bond until extradition to Polk County Florida. 

The investigation is ongoing.
