 Eight Men Arrested During Undercover Vice Operation At Saddle Creek Park 


 

On Friday, February 3, 2012, PCSO Vice detectives conducted an undercover operation at the Saddle Creek Park located on Morgan Combee Road between Lakeland and Winter Haven in response to complaints of lewd activity taking place there. 

During the operation, male undercover detectives made contact with various men in the park, six of whom asked the detectives to perform sex acts with them, and two of whom were trespassing. The two arrested for trespassing had been previously arrested at the park for lewd acts, and as a result were forbidden from being at the park.  

Arrested during this operation were:

Mark A. Skinner, DOB 8/19/56, of 822 Woodmont Lane in Lakeland. Skinner asked the detective to participate in a sex act with him (Skinner). He was arrested and charged with Soliciting Another to Commit a Lewd Act. Skinner told detectives he was recently laid off from Highlands City Baptist Church and is married. He was also formerly a volunteer on the Sheriff’s Advisory Council.

John Doe asked the detective to participate in a sex act with him (Cox). He was arrested and charged with Soliciting Another to Commit a Lewd Act. He told detectives he is retired and married.

William John Clark, DOB 10/8/1948, of 682 Tulip Circle East in Auburndale. Clark was arrested for Trespassing. He was previously arrested in 1996 for Battery, and in 2001 for Committing Lewdness and Trespassing. Clark told detectives he is retired and married. 

Robert Parsley, DOB 5/5/1967, of 4402 Burlington Drive in Winter Haven. Parsley was arrested for Trespassing. He was previously arrested in September 2011 in the same park, for Soliciting Another to Commit a Lewd Act. Parsley told detectives he works at Saddle Creek Corporation, and is married.

Russell Colvin, DOB 10/10/1933, of 2180 21st Street NW in Winter Haven. Colvin asked the detective to participate in a sex act with him (Colvin). He was arrested and charged with 2 counts Soliciting Another to Commit a Lewd Act. Colvin told detectives he is retired and married.

Daniel Ortiz, Jr., DOB 6/10/1972, of 131 Cardinal Court in Davenport. Ortiz asked the detective to participate in a sex act with him (Ortiz). He was arrested and charged with Soliciting Another to Commit a Lewd Act. Ortiz told detectives he is a franchise consultant for Denny’s restaurants and married.

Larry Oldham, DOB 10/3/1944, of 108 Florida Drive in Auburndale. Oldham asked the detective to participate in a sex act with him (Oldham). He was arrested and charged with Soliciting Another to Commit a Lewd Act, and Possession of a Concealed Firearm. Oldham told detectives he is retired and married, and he had a .38 caliber revolver in his truck.

Donald Eaton, DOB 11/14/1947, of 3923 Hulaco Road, in Morgan County, Alabama. Eaton asked the detective to participate in a sex act with him (Eaton). He was arrested and charged with Soliciting Another to Commit a Lewd Act. Eaton is here visiting from Alabama and staying with relatives. He told detectives he is retired and married. 

“Let me be perfectly clear about this – we will not tolerate lewd behavior in our public parks or at any other place where people and their families go to relax and enjoy the outdoors. The fact that two of these men have already been trespassed from this area for the same behavior proves that they will not heed our warnings, and that they belong behind bars.” – Sheriff Grady Judd
