On June 3, 2015, PCSO undercover Computer Crimes detectives, who were following up on an investigation from last week during which a 16-year-old Polk County girl was groomed, lured, and abducted by a Kentucky man, worked with the Orange County Sheriff's Office, FDLE, and Department of Probation and Parole officers to arrest an Orlando man for also preying upon the girl via the Internet.
According to the affidavit, 33-year-old Fred Lucius Jr of 5804 Ridgeway Drive in Orlando, was positively identified by the victim as the suspect with whom she has been communicating via email since 2014, and who has been threatening and coercing her to send him nude photos and videos of herself. Lucius would direct her to perform lewd acts and send him photos, threatening to harm her family if she didn’t comply. He also told her that he was training her to be a slave, and that he was going to auction her on Craigslist.
The communications between the suspect and victim were found by PCSO detectives who were doing forensic analysis of the victim’s electronic devices after the arrest of 46-year-old John Rush of Kentucky, who also used a computer to seduce this victim, and abducted her (see news release sent last week bit.ly/1ACuYDP ).
Once positive identification of the suspect was made, a criminal history check revealed Lucius is on active felony probation for lewd/lascivious battery on a minor 12-16 years of age (Orlando Police Dept case), and has conditions including no access to the Internet, no pornography, and no contact with children. Lucius was placed under arrest and booked into the Orange County Jail for violation of probation, and the Polk County warrant for one count Extortion (F-2), one count Use of a Two-Way Device to Commit a Felony (F-3), and one count Use of Computer to Seduce a Child (F-3).
After his arrest, Lucius told detectives he was aware that the victim had been lured via the Internet by the Kentucky suspect. He denied sending emails to her recently, however, the most recent emails on his computer between the two of them were dated June 2, 2015.
In 2007, Lucius was convicted in Orange County and sentenced to 5 years in state prison. He was released in November 2012.
