Polk County Sheriff’s Office Dismantles Heroin Trafficking Organization

A total of 33 people have been arrested after a 14-month-long investigation into one of Polk County’s largest heroin trafficking organizations in Polk County history.  On Tuesday, June 14, 2011, Polk County Sheriff’s Office undercover narcotics detectives, in conjunction with the U.S. Immigration and Customs Enforcement, arrested five males who were part of the Lakeland based organization.  27 others were arrested and charged throughout the duration of the investigation with one suspect being sought.

On Tuesday, June 14, 2011, 43-year-old Pablo Borgen, DOB 10/20/1967, 1806 Jupiter Street, Lakeland, was arrested and charged with three counts of Trafficking Heroin (first degree felony), and Conspiracy to Traffic Heroin (first degree felony.)  Borgen is the head of the organization.  At the time of his arrest this morning, Borgen was in possession of trafficking amounts of heroin and was charged with another count of Trafficking Heroin and Violation of his current probation.

“This organized heroin trafficking organization was the largest operation in Polk County’s history, and was shut down as a result of a lot of hard work and determination of our narcotics detectives,” said Sheriff Grady Judd.  “Heroin is a particularly destructive drug and the people who traffic in it are ruining lives.”

Polk County Sheriff’s Office narcotics detectives had previously arrested Borgen in December 2008 and charged him with Trafficking in Heroin.  Borgen admitted to having “customers” in Polk County, and ultimately pled guilty.  His charges were reduced from trafficking to possession with intent to sell and he was sentenced to two years community control followed by three years probation for the 2008 arrest.

In February 2010 detectives received information that Borgen, who was still on probation from the 2008 case, was still selling heroin in the Lakeland area.  Detectives learned Borgen was receiving heroin shipments from New York on a regular basis which he would divide up and package in a unique green and gold tin foil for sale.  Detectives estimate that Borgen was making approximately $70,000 in heroin sales per month.

Detectives learned Borgen owns and/or maintains four residences in Polk County while reporting no annual income for the past three years.  There is no indication that Borgen earns any money other than through the illegal trafficking of heroin.

According to the National Institute of Drug Abuse, “Heroin is an illegal, highly addictive drug. It is both the most abused and the most rapidly acting of the opiates. Heroin is processed from morphine, a naturally occurring substance extracted from the seed pod of certain varieties of poppy plants. It is typically sold as a white or brownish powder or as the black sticky substance known on the streets as "black tar heroin." Although purer heroin is becoming more common, most street heroin is "cut" with other drugs or with substances such as sugar, starch, powdered milk, or quinine. Street heroin also can be cut with strychnine or other poisons. Because heroin abusers do not know the actual strength of the drug or its true contents, they are at risk of overdose or death. Heroin also poses special problems because of the transmission of HIV and other diseases that can occur from sharing needles or other injection equipment.”  http://www.nida.nih.gov/ResearchReports/Heroin/heroin2.html#what.
