  First Avon Park Youth Academy Rioter Charged 


 

The PCSO Detectives investigating the riot that occurred on Saturday, August 17, 2013, at the DJJ Avon Park Youth Academy have charged the first juvenile with four felonies. 

According to the affidavit, 17-year-old Charles Kenneth Smith (DOB 12/29/1995) has been charged with one count Rioting (F-3), one count Burglary (F-3), one count Grand Theft (F-3), and one count Introduction of Contraband into Detention Facility (F-3).  Smith was actively involved in rioting at the facility after a basketball game at the facility broke out into a fight.  Smith also took a radio belonging to G4S staff members and screamed expletives into it.  According to witnesses, Smith unlawfully entered the secured medical building during the riot and took prescription medication - the stolen medication was found in his dorm room.

Since the riot, Smith has been housed in the vacant building of the PCSO South County Jail which is on temporary loan to DJJ/G4S; now that he has been charged, he has been moved to a DJJ facility in Pinellas County. 

Smith has three prior felony charges, including Resisting Arrest With Violence, Possession of Marijuana With Intent to Sell, and Possession of Paraphernalia.  These charges were filed by the Jacksonville Sheriff's Office.  He has no prior charges in Polk County.
