On Monday, August 31, 2015, PCSO undercover Computer Crimes detectives arrested 39-year-old John Ray Feagle, Jr. of 1634 Tiger Lake Rd in Lake Wales and charged him so far with 20 counts Possession of Child Pornography (F-2).
According to the affidavit, PCSO received a cyber tip from the FBI via NCMEC (National Center for Missing and Exploited Children) in reference to an unknown suspect living at the aforementioned address uploading child pornography to Dropbox. The tip indicated there were at least 20 images/videos depicting young females, as young as 1-3 years of age, being sexually battered. Detectives responded to the address.
When deputies arrived at the home, they met with Feagle, who told them he moved into the house with his parents two years ago. Post-Miranda, Feagle told detectives he uses the Kik mobile phone messaging app, email, and Dropbox to trade images from his cell phone, and he uploads the images to Dropbox. Feagle told detectives he has been viewing child pornography for "four or five years" and that he is sexually aroused when viewing juvenile females as young as infants being sexually battered. He said he has "a couple hundred pictures" of child pornography on his phone, which detectives have seized. He told detectives he works as a groundskeeper at the Winter Haven Country Club.
The investigation is ongoing and further charges are pending forensic analysis of the cell phone seized. Feagle has one prior arrest in Polk County, on an Orange County VOP warrant.
UPDATE: 9/15/2015 - Detectives located an additional 30 images depicting child pornography on Feagle's cell phone, and filed 30 more counts of Possession of Child Pornography (Enhanced) (F-2) against Feagle, who remains in the Polk County Jail.
