 HIDTA Task Force Arrests Five, Seizes Drugs and Cash During Investigation 


On Thursday, September 11, 2014, members of the HIDTA (High Intensity Drug Trafficking Area) task force made five arrests in the Bartow area during an undercover narcotics investigation.

The investigation began with the arrests of suspected drug dealer Ryan Anchinsko (DOB 2/17/83) of 345 1/2 West Parker Street in Bartow, and Kevin Smith (DOB 11/4/87) of 382 Citrus Highland Drive East in Bartow; Smith was attempting to purchase marijuana from Anchinsko when detectives intervened. Smith is currently on probation for Possession of Marijuana WITS. Detectives placed both suspects under arrest. Detectives found and seized 1/4 lb. of marijuana from Anchinsko's vehicle, and 9.1 lbs. of marijuana, some Methamphetamines, and $1450 cash from his home. Detectives additionally found and seized 1/4 lb. of marijuana, drug paraphernalia, and $742 cash from Smith's residence.

Anchinsko was arrested and charged with: Possession of Marijuana WITS, Maintaining Vehicle for Drug Sales, and Maintaining Dwelling for Drug Sales. He has been in the Polk County Jail on seven prior occasions. Smith was arrested and charged with Possession of Marijuana WITS, Maintaining Residence for Drug Use, Attempting to Purchase Marijuana, and VOP. He has been in the Polk County Jail on two prior occasions.

While at Anchinsko's home, HIDTA task force members detected a strong odor of marijuana from the home next door, located at 345 West Parker Street. Detectives served a search warrant there, and arrested the three people in that home:

  • Norman Skipper, DOB 12/18/74, charged with: Possession of Marijuana Under 20 Grams, Possession of Paraphernalia; he has been in the Polk County Jail on 21 prior occasions.
  • James Jones, DOB 11/14/54, charged with: Possession of Meth, Possession of Marijuana WITS, Maintaining Dwelling for Drug Use, Possession of Paraphernalia; he has been in the Polk County Jail on five prior occasions.
  • Joseph Orfino, DOB 2/8/91, charged with: Possession of Marijuana Under 20 Grams, Possession of Paraphernalia; he has been in the Polk County Jail on five prior occasions.

In all, detectives seized over 9 lbs. of marijuana, some Methamphetamines, and over $2,200 in U.S. currency.
