 Polk County Sheriff’s Office Detectives Arrest Winter Haven Man Charging Him with Online Solicitation of a Wisconsin Girl 


26-year-old Devin Kenneth Moon, 05-30-1986, 724 1/2 W Central Ave, Winter Haven, is charged with: Traveling to Meet a Minor (Attempted) (F2); Lewd or Lascivious Conduct (F2); Possession of Child Pornography (2 counts) (F3); Interference with Custody (F3); Use Computer Service to Seduce Solicit Entice (F3); Distributing Obscene Material to a Minor (F3); and Use Two- Way Communication Device to Facilitate a Felony (F3). 

“This is another example of how those who prey on children work to deceive and coerce their victims,” said Sheriff Grady Judd.  “This young child was being groomed for potential violent acts using online games, text messages and emails.  I commend all of the agencies involved for their assistance in this investigation and for helping to put this suspect behind bars where he belongs.” 

On August 21, 2012, Polk County Sheriff’s Office Computer Crimes detectives received information from the Wisconsin Department of Justice regarding the possible child exploitation of a 13-year-old female living in a community north of Milwaukee, Wisconsin. 

Through the investigation, detectives learned Moon met the young girl via an online gaming site known as "Kabam.com" in June 2012  He initially told the young girl he was 16.  The young girl’s father discovered the online relationship in August and contacted local authorities. 

Detectives learned Moon first began contacting the young girl through the game then exchanged phone numbers.  Moon gained the young girl’s home address and asked her about the school she attended.  The conversations became sexual in nature and Moon sent the young girl images of his genitalia and encouraged her to send nude images to him.  The girl agreed and sent images to Moon.  After receiving the photos, Moon asked the girl to masturbate while he spoke with her on the phone.  He provided the young girl specific instructions on how to perform this behavior.  Moon told detectives he would masturbate while viewing the graphic images of the young girl.  

Moon planned to travel to Wisconsin and bring the young girl back to Florida concealing her identity with camouflage clothing and a wig.  At approximately 9:30 am, on Friday, September 21, 2012, PCSO detectives made contact with Moon at his Central Avenue residence.  Detectives located a wig and a petit size woman's shirt.  

Moon admitted to detectives he initiated contact with the young girl and knew she was 13-years-old. Moon stated he solicited graphic pictures and he “taught” the young girl about sex, and he did so for his own self-gratification.  Moon told detectives he planned to travel to Wisconsin.   

Moon admitted to searching online satellite maps of the young girl’s school giving specific directions for her to meet him “behind the school near the dumpsters.” Moon told detectives he was going to bring the victim back to Florida, where they would “start a new life together.” He referred to this activity as “the plan.”  He told detectives “the plan” would occur at 9:00 am on October 5th, 2012. 

Moon told detectives he was going to change his name to “Raven Moon,” and the young girl’s name to "Infinity Moon" and he was going to list her age 23.  

Moon admitted that he knew what he did was wrong and unlawful.  

Moon told detectives he moved from Oregon to Winter Haven in 2010, after meeting a 17-year-old female online.  Moon told detectives he went to the 17-year-olds residence and was met by the girl’s grandmother who told him to leave.  He told detectives he has had no contact with the 17-year-old since. 

Moon was booked into the Polk County Jail where he remains on $85,000.00 total bond.
