 Organized Retail Theft Investigation "Operation Holiday Heist" Results in 37 Arrests, Uncovers Counterfeiting Operations 


From Wednesday, November 19th through Saturday, November 22, 2014, Polk County Sheriff's Organized Retail Crime Task Force detectives, with assistance from Retail Alliance Partners Bealls, Home Depot, Lowes, Publix and Walmart, arrested 37 people during an investigation targeting those who commit retail theft.  Detectives worked in retail stores and parking lots in order to disrupt and apprehend shoplifters. Of the 37 suspects arrested, 26 committed retail theft – 22 adults and 4 juveniles. After selecting and concealing the merchandise, these suspects exited the businesses, and passed all points of the sale without purchasing the items.   

Of the 37 suspects arrested, 26 have criminal histories, for a total of 240 previous charges. Of the 37 suspects arrested, 12 of the suspects told detectives they receive federal assistance.  

OTHER ARRESTS:

During the investigation, a group of four suspects making counterfeit U.S. currency was discovered. Two search warrants were served, resulting in the seizure of counterfeit bills and equipment used to make counterfeit money, including linen paper, paper cutter, two all-in-one printers, glitter glue, metallic pens, degreaser, and a flat iron.

Seven other arrests that took place during the investigation were not theft-related offenses.

According to the National Association for the Prevention of Shoplifting, there are approximately 27 million shoplifters in our nation today, overburdening the police and the courts, and adding to retail security expenses and consumer costs. Those arrested, in order of arrest, are:

1. Perry Wilkerson, Jr., DOB 9/2/1988, of 213 Dream Oak Loop Rd in Nichols; Wilkerson concealed 3 pairs of children’s pants, 2 shirts, and a pair of ladies underwear valued at $40.00, in his sweatpants from the Bealls Outlet store located at 3158 US Hwy 98 North in Lakeland. He told detectives he receives $54.00 per month in food stamps. He was with his girlfriend Vontrell Smith (AKA Octavia Walls), who was also arrested.

2. Vontrell Smith (DOB 5/16/1985) of 1615 New York Avenue North in Lakeland; Smith (AKA Octavia Walls) was with her boyfriend Perry Wilkerson at the Bealls Outlet in north Lakeland. She assisted him with hiding the aforementioned items on his person. She gave deputies a false name (Octavia Walls) upon her arrest – when she was booked into the Polk County Jail, a scan of her fingerprints revealed her true identity. She has multiple Polk County warrants for her arrest for Forgery and Grand Theft.

3. Colleen Hayes (DOB 3/12/1963) of 1211 El Camino Rd in Lakeland; Hayes was with her daughter Amanda Turner at the Bealls Outlet located at 4241 South Florida Avenue in Lakeland. She concealed clothing valued at $66.00 in her handbag while in the dressing room. She told deputies she receives $196.00 per month in food stamps.

4. Amanda Turner (DOB 1/28/1992) of 3415 Peacock Lane #1 in Mulberry; Turner was with her mother Colleen Hayes at the Bealls Outlet in Lakeland. She concealed clothing valued at $86.00 under her clothing while in the dressing room. She told deputies she receives $189.00 per month in food stamps. Upon her arrest, she said, “I should have paid for it – that ride was not free! When is my picture going to be on Facebook?” (referring to the PCSO Free Ride posters that are published monthly on the PCSO Facebook page, featuring monthly shoplifter arrests).

Amado Chils, DOB 5/10/1944, of 2405 Roslyn Lane in Lakeland; Chils concealed a two-outlet electrical receptacle valued at $28.00 under his shirt behind a back brace, from the Lowes located at 3525 Lakeland Highlands Blvd in Lakeland. He told detectives he receives $54.00 per month in food stamps. He was with Vontrell Smith (AKA Octavia Walls), who was also arrested.

Rachel Powell, DOB 1/12/1990, of 1208 Easy Street in Lakeland; Powell took $51.00 worth of merchandise, including jewelry, cologne, and a T-shirt, from the Bealls Outlet located at 4241 South Florida Avenue in Lakeland. She was with Shawn Harvey at the time, who was arrested for possession of marijuana. She told detectives she receives $190.00 per month in food stamps.

7. Shawn Harvey, DOB 6/20/1991, of 1516 Orangewood Drive in Lakeland; Harvey was with Rachel Powell when she was arrested for shoplifting at Bealls Outlet in Lakeland. He had marijuana on his person and in his vehicle, and was in possession of Alprazolam (Xanax).

8. Bryan Sutton, DOB 8/14/1981, of 3146 Covington Lane in Lakeland; Sutton placed a large spool of copper wire valued at $280.00 into his shopping cart at Lowes located at 3525 Lakeland Highlands Road in Lakeland and left the store, walking past all points of sale. Lowes’ loss prevention officers told deputies Sutton is a suspect in four other copper wire thefts from September to November from three other stores: Auburndale, Winter Haven, and north Lakeland. The total value of copper wire stolen by Sutton exceeds $1500.00.

9. Juan Fernandez, DOB 9/6/1962, of 3049 Lake Hartridge Drive East in Winter Haven; Fernandez placed a tube of Gorilla Glue worth $5.97 in his pocket Home Depot located at 2000 8th St NW in Winter Haven.

She also had six baggies containing meth residue on her, which she tried to throw away once detained by Loss Prevention Officers.

15. A 16-year-old male juvenile from Auburndale was observed with his brother stealing shoelaces and an HDTV television antenna valued at $36.00 at the Walmart located in Auburndale. Their mother said she thought they were both at home asleep.

Keelo Lott, DOB 6/28/1993, of 2225 3rd St NE in Winter Haven; Lott was observed in Walmart in Auburndale making fraudulent returns – detective recognized them as having paid for items in the past with counterfeit money. They possessed approximately $1,000 in counterfeit bills. He told detectives he receives $200.00 per month in federal assistance.

18. Leroy Copeland, DOB 10/27/1986, of 526 Avenue B in Winter Haven; Copeland told detectives he receives $189.00 per month in federal assistance.

19. Bobbi Jo Joiner, DOB 3/26/1980, of 6514 Carrington Sky Drive in Apollo Beach; Joiner was with Dustin Santos in the parking lot of the Walmart in Auburndale when he was arrested for drug possession, and deputies found she had an active warrant for FTA (Defrauding Innkeeper).

21. Dustin Santos, DOB 5/30/1988, of 1721 Venus Street in Lakeland; Santos was observed throwing a clear baggie containing Meth on the ground at Walmart in Auburndale. He also had two syringes on him, and two active warrants.

22. Robert Lewis, DOB 1/7/1978, of 212 W. Park Street in Lakeland; Lewis was arrested at the Travelodge Motel located at 3425 US Hwy 98 North in room 219, by undercover detectives following up on counterfeit money. Lewis showed up at the room because he had a stolen debit card in his possession and he told detectives he knew Muniz could “do something with it.”

23. Louis Muniz, DOB 7/14/1971, who says he is homeless; Muniz was arrested at the Travelodge Motel located at 3425 US Hwy 98 North in room 219, by undercover detectives following up on counterfeit money. When detectives knocked on the motel room door, a female opened the door and detectives observed Muniz sitting at a computer actively creating counterfeit bills. During a search of the room, detectives found 10 counterfeit bills and equipment used to make counterfeit money.

25. Joel Pupo, DOB 5/22/1964, of 8002 Magnolia Ridge Dr in Lakeland; Pupo concealed a bottle of Extenze male enhancement pills and a cell phone case valued at $46.00 in his pants pocket at Walmart located at 5800 US Hwy 98 North in Lakeland. He has no criminal history.

26. Jonathan Wilson, DOB 10/30/1996, of 4639 Bridle Path Dr in Lakeland; Wilson was at the Walmart located at 3501 South Florida Avenue in Lakeland with a juvenile suspect, both of whom were stealing and eating a bag of beef jerky valued at $4.68.

27. A 16-year-old male juvenile from Lakeland was at the Walmart located at 3501 South Florida Avenue in Lakeland with Jonathan Wilson, both of whom were stealing and eating a bag of beef jerky valued at $4.68. He does not have a criminal history.

28. Frederick Williams, DOB 4/25/1953, of 614 4th Street West in Lakeland; Williams concealed a pack of fuses from Home Depot located at 2805 US Hwy 98 North in Lakeland in his front pocket.

29. Yoel Mejia, DOB 10/9/1992, of 2184 Mineola Drive #2 in Lakeland; Mejia observed detectives at the Travelodge Motel in Lakeland during their investigation of counterfeit money, and tried to flee. Upon being detained by the detectives, he informed them he had a warrant.

31. John Tickle, DOB 10/26/1972, of 405 Union Drive #12 in Lakeland; Tickle stole an LED flashlight and earbuds valued at $28.00 from the Publix located at 2300 Griffin Rd in Lakeland. He told detectives he is on disability and receives $855.00 per month.

33. Aderinola Atiba, DOB 12/8/1947, of 2854 Starlight Cove #204 in Lakeland; Atiba took merchandise valued at $100.00 from the Walmart located at 3501 South Florida Ave in Lakeland. He told detectives he receives $189.00 per month in federal assistance. He has no criminal history.

34. Kimberly Kramer, DOB 3/27/1987, of 1401 Southern Avenue in Lakeland; Kramer was observed at the Walmart located at 3501 South Florida Avenue in Lakeland, from which she had previously been trespassed. She arrived in a stolen car with her boyfriend, Daniel Tompkins. She had a syringe with Meth residue in her purse. She denied knowledge of the stolen vehicle or of the marijuana cigarette in the car.

They arrived in a stolen car, and a partially burned marijuana cigarette was found in the vehicle.
