 PCSO Undercover Detectives Arrest Five in Lakeland Drug Investigation  


On November 27, 2012, members of the HIDTA (High Intensity Drug Trafficking Area) Unit initiated an investigation into street level Methamphetamine dealers in Lakeland.  Detectives purchased Meth from three different suspects during the investigation, and then obtained arrest warrants for all three.  By the end of the day, detectives made five arrests and are seeking one with a warrant who is at large. 

Members of the HIDTA Unit made undercover buys of Meth from Theodore Monagas, who at one point during the investigation became suspicious and sent his mother, Millie, to deliver drugs to the detectives. Another time he sent his cousin, Demetrix Lowery, to deliver the illegal drugs on his behalf.

HIDTA members went to 2121 San Gully Rd, #21 in Lakeland in an attempt to serve arrest warrants for 53-year-old Millie Monagas (DOB 6/22/59) who is a convicted felon, and her son, 25-year-old Theodore Monagas (DOB 4/10/1987).  Both were placed under arrest by detectives, and during a search of the residence, 24-year-old Mildred Hurley (DOB 7/22/88) was seen attempting to flush marijuana and Xanax down the toilet.  She was also arrested.  24-year-old Justin Fields (DOB 10/23/88) was also in the house at the time, and he was in possession of marijuana.  He was placed under arrest as well.

During the execution of a search warrant at the house, detectives located marijuana, scales with Meth residue on them, a Taurus .40 caliber handgun with ammunition, and over $1,000 cash in a safe.  A three-year-old child who lives in the home but was at daycare during the arrests and search warrant was placed in the custody of DCF.

While detectives were executing the search warrant, 22-year-old Jack Mathis (DOB 1/23/90), of 520 Windsor Street in Lakeland, called Justin Fields and asked if he could come buy marijuana.  When he showed up, he was in possession of Marijuana and paraphernalia, and he was placed under arrest.

Theodore Monagas, DOB 4/10/87, of 2121 San Gully Rd, #21, Lakeland; charged with: Sale of Methamphetamine; Possession of Methamphetamine; Child Abuse; Possession of Firearm During Commission of Felony; Possession of Alprazolam (Xanax); Possession of Marijuana; Possession of Drug Paraphernalia;

Mildred Hurley, DOB 7/22/88, of 2121 San Gully Dr, #21, Lakeland; Tampering With Evidence; Child Abuse; Possession of Alprazolam (Xanax); Possession of Marijuana; Possession of Drug Paraphernalia; Disorderly Conduct

Justin Fields, DOB 10/23/88, of 1605 Lincoln Street, Lakeland; charged with: Possession of Marijuana; Possession of Paraphernalia;

Jack Mathes, DOB 1/23/90, of 520 Windsor Street in Lakeland; charged with: Attempted Purchase of Marijauna; Possession of Marijuana; Possession of Paraphernalia.

Detectives also obtained an arrest warrant for 29-year-old Demetrix Lowery, DOB 6/13/1983, of 1312 West Walnut Street in Lakeland, for the Sale of Methamphetamine.
