 "Operation Pop Top" Checks 7 Stores and Finds 4 in Compliance 


On November 29, 2007, Polk County Sheriff’s deputies worked with Polk Sheriff’s Explorers,
who are volunteer high school students, to identify stores in the Winter Haven area of Polk
County that sell alcohol to minors (also known as “Operation Pop Top”). Together they were
successful in identifying 4 stores that did not sell alcohol to minors, and 3 stores that did.


Clerks at the following stores refused to sell alcohol to the minors:
Island Food Store, located at 3355 Spirit Lake Road in Winter Haven
Publix, located at 1108 Spirit Lake Road in Winter Haven
Superway Food Mart, located at 2590 Recker Hwy in Winter Haven
Family Food Mart, located at Spirit Lake and Coleman Road in Winter Haven


The following individuals were issued notices to appear for selling alcohol to minors:
Anita Wilson, DOB 6/22/57, of 1115 South Cross Avenue in Lake Alfred. Wilson works at
the Circle K store located at 4980 Spirit Lake Road in Winter Haven.
Elgine Alphonse, DOB 7/23/63, of 1702 Recker Hwy Apt H in Winter Haven. Alphonse
works at the Citgo gas station located at 1660 Lake Shipp Drive in Winter Haven.
Ali Monsur, DOB 7/4/61, of 2000 15th Street Court NW in Winter Haven. Monsur works at
the Superway store at 2415 Avenue G NW in Winter Haven.


According to Florida State Statute 542.11(1)(a) selling alcohol to a minor is a 2nd degree
misdemeanor.
