 "Operation Naughty Not Nice" -- Polk County Sheriff’s & Lakeland Police Undercover Detectives Arrest 95 During Five-Day-Long Prostitution Investigation  


During a five-day-long undercover investigation from Wednesday, December 9th through Sunday, December 13th, 2015, focusing on those who advertise prostitution services in online ads, Polk County Sheriff’s and Lakeland Police undercover detectives arrested a total of 95 suspects. During the investigation, female undercover detectives posted fictitious ads online, and male undercover detectives responded to ads posted online by others. The three types of suspects arrested were: those who responded to the ads posted by the undercover detectives, or “johns;” those who came to the undercover location to have sex for money, or “prostitutes;” and others associated with both types of suspects.

PCSO was assisted by the Lakeland Police Department during this investigation.

The suspects ranged in age from 15 - 68 years old; one suspect (Kimberly Fitch) was driven to the location by her live-in boyfriend (Allen Hicks), with their two-year-old child in the waiting car; four of the suspects were two different sets of identical twin sisters who arrived together (Cathleen and Christine Fricke; Amber and Ashleigh Wright); one of the suspects (Maurice Laws) was arrested by PCSO during the same type of investigation in December 2014 – he was just sentenced to probation in that case. One suspect (David Marsh) arrived by bicycle and wearing a “French maid” costume under his clothes; one suspect (Timothy Percell) teaches at George Jenkins High School.

“We’ve seen firsthand the negative social costs of how prostitution hurts families, children, and communities. And more often than not, there is a high correlation between other crimes and prostitution. We see repeat criminal offenders with criminal arrest histories to include illegal drugs, violent crime, and property crime, and these repeat criminal offenders engage in sex for money. There is also a direct nexus between prostitution and human trafficking, and we are committed to identifying victims of human trafficking and getting them into programs and out of lives of crime.” Sheriff Grady Judd 

Of the 95 suspects arrested: 

·         50 were prostitutes

·         33 were “johns,” or those who solicited to pay for prostitution 

·         12 others were arrested for related charges (see below)

·         17 told detectives they were married

·         25 told detectives they were on public assistance

·         28 are Polk County residents

In all, detectives filed 21 felony charges and 111 misdemeanor charges against the 95 suspects

Among the 95 suspects, there were a total of 205 previous felonies and 399 previous misdemeanor charges in their criminal histories.

JOHNS:

1.     James Byther, DOB 12/03/1972, of Massachusetts; charged with: Soliciting Prostitution; Byther told detectives he is a technician for an auto repair company in Massachusetts. He doesn’t have a criminal history.

2.     Valentin Posada, Jr., DOB 02/17/1981, of Plant City; charged with: Soliciting Prostitution; Posada told detectives he’s married and works in construction. He doesn’t have a criminal history.

3.     Robert Holmes, DOB 10/27/1992, of Lakeland; charged with: Soliciting Prostitution; Holmes told detectives he works at Linksters. He doesn’t have a criminal history.

4.     Michael Harris, DOB 10/11/1981, of Tennessee; charged with: Soliciting Prostitution; Harris told detectives he is an electrician in TN. He has 22 previous arrests, for Burglary, Battery, Trespassing, Larceny, Fraud, Drug Possession, Resisting Arrest, DUI, Criminal Mischief, Hit and Run, Stalking, Disorderly Conduct (23 misdemeanors and 12 felonies).

5.     Andrew Mitchell, DOB 02/20/1988, of Delaware; charged with: Soliciting Prostitution, Possession of Clonazepam; he has 2 previous arrests, for Fugitive from Justice, Drug Possession, and Grand Theft (2 misdemeanors and 2 felonies). He has a warrant for his arrest from Idaho and is being held on the warrant.

6.     Eugenio Castro, DOB 07/28/1980, of Plant City; charged with: Soliciting Prostitution; Castro told detectives he is married and works as a foreman. He doesn’t have a criminal history.

7.     Scott Wideman, DOB 06/01/1962, of Zephyrhills; charged with: Soliciting Prostitution; Wideman told detectives he is married and self-employed as a handyman. He has 3 previous arrests for DUI (4 misdemeanors).

8.     Carlos Melo, DOB 05/30/1985, of Lakeland; charged with: Soliciting Prostitution and Battery; Melo told detectives he works at Target and receives $36.00/month in food stamps. He has 2 previous arrests for DUI, Hit and Run, DWLSR, VOP (5 misdemeanors).

9.     Maurice Laws, DOB 09/09/1952, of Lakeland; charged with: Soliciting Prostitution (3rd offense); Laws told detectives he is married and works at Lakeland Toyota in sales. He is currently on probation for soliciting prostitution – he was arrested during the same type of investigation, at the same hotel, by PCSO in 2014. In September 2015, he was sentenced to one year probation or that arrest. He refused to respond to the hotel but agreed to meet the undercover detective at a house, where he was arrested. He has 6 previous arrests for Prostitution, Worthless Check, Fraud, Embezzlement (6 misdemeanors, 2 felonies).

10.  Eli Perez, DOB 03/07/1980, of Lakeland; charged with: Soliciting Prostitution; Perez told detectives he is a locksmith. He has 2 previous arrests for Drug Possession, Paraphernalia, and Carrying Concealed Weapon (4 misdemeanors).

11.  Charles Williams, DOB 05/29/1960, of Frostproof; charged with: Soliciting Prostitution, Battery; Williams told detectives he is an agent at Wilson Insurance. He grabbed the female undercover detective’s breast, for which he was charged Battery. He doesn't have a criminal history. 

12.  Christopher Hufstedler, DOB 11/07/1989, of Winter Haven; charged with Soliciting Prostitution; he told detectives he works at Magnolia Machine Company. He asked the undercover female detective to pull down his (Hufstedler’s) pants to prove she wasn’t a law enforcement officer. He doesn’t have a criminal history.

13.  Manuel Landin-Quintana, DOB 12/24/1966, of Lakeland; charged with Soliciting Prostitution; he told detectives he is married and works construction at Downtown Disney. He has 4 previous arrests for DUI, Hit and Run, Stolen Property (4 misdemeanors, 1 felony).

14.  Randall Miranda, DOB 09/13/1972, of Melbourne; charged with Soliciting Prostitution. He told detectives he is co-owner (with his dad) of Randall Pressure Washing. He said he receives $180.00/month in gov’t assistance. He has 11 previous arrests for Battery, DWLSR, DUI, Resisting Arrest, Child Abuse, Drug Possession, VOP, FTA (19 misdemeanors, 7 felonies).

17.  Amos Harper, DOB 01/20/1993, of GA; charged with Soliciting Prostitution. He told detectives he is a student at Southeastern University on a partial football scholarship. He doesn’t have a criminal history.

18.  Matthew Mason, DOB 03/14/1978, of Lakeland; charged with Soliciting Prostitution. He told detectives he’s married and works in construction. He has 4 previous arrests for Drug Possession, Domestic Assault (4 misdemeanors, 1 felony) and a warrant from Arkansas for Fraud.

19.  Stewart Greene, DOB 12/15/1969, of Bartow; charged with Soliciting Prostitution. He told detectives he’s married and is a foreman for CCC Group (he works with David Wallace). He doesn’t have a criminal history.

20.  Timothy Percell, DOB 09/26/1982, of Lakeland; charged with Soliciting Prostitution. He told detectives he’s married and an algebra teacher at George Jenkins High School. He doesn’t have a criminal history.

21.  Joshua Sutherland, DOB 09/24/1991, of Plant City; charged with Soliciting Prostitution, Cocaine & Paraphernalia Possession. He arrived with Bruce Hoffman. He told detectives he works for AZZ/SMS Boiler Company as a boiler maker. He has 6 previous arrests for Assault, Larceny, Battery, DUI, Property Damage (6 misdemeanors, 2 Felonies).

22.  Bruce Hoffman, DOB 03/11/1991, of Mulberry; charged with Soliciting Prostitution. He arrived with Joshua Sutherland. He told detectives he works in construction self-employed. He’s currently on probation after being arrested in November 2015. He has 4 previous arrests for Drug Possession, VOP (4 misdemeanors, 2 felonies).

23.  David Marsh, DOB 07/08/1947, of Lakeland; charged with Soliciting Prostitution. He told detectives he works at Home Depot. He solicited the undercover female detective to dominate him, and showed up to the location wearing a “French maid” outfit and a chastity belt. He rode his bicycle to the location because he lost his license due to DUI arrest. He has 3 previous arrests for Soliciting Prostitution, DUI, Petit Theft (3 misdemeanors).

24.  Miguel Lara, DOB 03/26/1996, of Lakeland; charged with Soliciting Prostitution and Battery. He grabbed the undercover detective, for which he was charged Battery. He offered to give the undercover detective “Molly” or MDMA in addition to cash to engage in sexual activity with her. 29.  Harley Manning, DOB 06/01/1981, of Davenport; charged with 2 counts Soliciting Prostitution and Passing Counterfeit Bill. He told detective he works in construction. He came to the undercover location twice – once in attempt to get change for a counterfeit $100 bill, and secondly to solicit two female undercover detectives, during which he tried to pay them with the counterfeit bill. He has an extensive criminal history with 70 misdemeanors and 16 felonies.

30.  Jason Moore, DOB 08/28/1978, of Winter Haven; charged with Soliciting Prostitution. He told detectives he is married and works for Elite Construction. He doesn’t have a criminal history.

31.  Rafael Zacarias-Martinez, DOB 08/28/1978, of Plant City; charged with Soliciting Prostitution. He told detectives he’s a migrant worker. He doesn’t have a criminal history.

32.  Christopher Pasco, DOB 02/06/1971, of Mulberry; charged with Soliciting Prostitution, Fleeing to Elude, Aggravated Battery on LEO, Resisting Arrest. Detectives responded to the parking lot of the location to take Pasco into custody – he fled in his car, crashing into a PCSO vehicle during the process. He was captured in Osceola County and booked into jail there. He has a criminal history that includes 2 misdemeanors and 9 felonies.  

33.  Daryn Wiggins, DOB 05/11/1988, of Haines City; charged with Soliciting Prostitution, Possession of Marijuana & Paraphernalia. He told detectives he receives $160/month in food stamps. He has 7 previous arrests for Trespassing, Fleeing to Elude, DWLSR, Drug Possession, Property Damage (5 misdemeanors, 6 felonies).

1.     Candice Migneault, DOB 06/30/1991, of Georgia; charged with: Prostitution; she has 4 previous arrests, for Prostitution, Larceny, Trespassing, Possession of Stolen Property, and Failure to Appear (8 misdemeanors, 2 felonies).

2.     Janetta Jones, DOB 05/01/1996, of Georgia; charged with: Prostitution (2nd offense), Possession of Marijuana and Paraphernalia. She told detectives she is an exotic dancer in GA. She has a previous arrest for prostitution (a misdemeanor).

3.     Regionda Ball, DOB 12/22/1993, of Orlando; charged with: Prostitution. She has two previous arrests (2 misdemeanors). She brought Cherry Carter with her.

4.     Cherry Carter, DOB 02/17/1989, of Orlando; charged with: Prostitution. She has four previous arrests, for Contempt of Court, Trespassing, and Larceny (5 misdemeanors). She arrived with Regionda Ball.

She told detectives she is an “entertainer” at the Dollhouse Strip Club, and collects $160/month in gov’t assistance. She brought her twin sister Christine and told detectives she provides protection for Christine and collects the money after Christine engages in prostitution. She has 12 previous arrests, for Drug Possession, DWLSR, Larceny, VOP, and FTA (15 misdemeanors, 9 felonies).

7.     Christine Fricke, DOB 03/22/1977, of Tampa; charged with: Prostitution. She told detectives she is unemployed and collects $200.00 per month in government assistance. She has 4 previous arrests, for Child Cruelty, Battery, Burglary, and Traffic Offense (2 misdemeanors, 2 felonies). She arrived with her twin sister Cathleen.

8.     Stephanie Rose, DOB 01/19/1988, of Winter Haven; charged with: 2 counts Prostitution, Possession of Cocaine & Possession of Cocaine WITS. When she arrived at the undercover location she sold $50.00 worth of cocaine to the detectives. She took a taxi cab to the undercover location. She has one previous arrest, for Resisting Arrest (a misdemeanor).

She told deputies she lives with her mother, who does not know she is a prostitute, and that she paid uber driver Lanz Fortilus to drive her to the undercover location. 12.  Sophia Hood, DOB 06/26/1980, of Lakeland; charged with: Prostitution, Possession of Marijuana & Paraphernalia. She told deputies she receives $192/month in gov’t assistance. She arrived with Vivian Redding. She does not have a criminal history.

13.  Vivian Redding, DOB 05/17/1991, of Lakeland; charged with: Prostitution. She arrived with Sophia Hood. She has a previous arrest for Aggravated Assault (a felony).

She told detectives she’s a dancer at Risque Gentleman’s Club in Tampa, and receives $194.00/month in gov’t assistance. She grabbed the undercover detective, for which she was charged Battery. 39.  David Hoarau, DOB 03/28/1983, of Rosemont; charged with Prostitution. He told detectives he’s a self-employed massage therapist. He doesn’t have a criminal history.
